I would think in some way yes but you also have to consider that the bond didn’t just pay of the historical debt in ACL, it also paid back debt to Wasps owner and was used to pay the interest on the debt on the bonds it in itself created as interest.Re: value of the stadium - isn’t this scenario in some perverse way proving SISU right?
