Wrong terminology, a loan would suggest a repayment of such.A loan to whom? You can't loan a known to be insolvent company money.
I assume there is no money to actually run it so the administrator could lock the gates.
The council would get back the reduced lease and then manage ACL which it hardly wants to do either.

As I'm sure you're aware they are also under the umbrella of Wasps companies and as such would be a similarly poor use of public funds, I do not believe the council should be responsible for funding failing private enterprises.
