To go back to the OP the published facts are that on the return from Northampton the council stated that time was needed to rebuild the relationship with the club before talking about ownership.
Within a few weeks the council, in secret, under the cover of NDAs, then sold to Wasps.
If you're happy with that, then that's up to you, but it's absolutely crystal clear that the Council did not make the same offer to the club as they made to Wasps. 100% of ACL, 250 year lease, 5.4m.
There's also no denying that when Higgs were obliged legally to at least consider a bid from CCFC Ltd, SISU made an offer for the 50%.
I'm no kind of SISU apologist, but if you're going to try to justify the Council's actions here then you'll have to deal with those inconvenient facts rather than pretend that it didn't happen that way.
