Sorry don, I didn't realise you were being sarcastic, so apologies if I was a bit OTT.
I appreciate it takes a "no-nonsense" attitude to be on an OUS van and that an over exuberance, perhaps even red mist, would sometimes surface. While some officers are drafted in from local boroughs to make up the numbers, I have no doubt a gang culture exists between the regular serials themselves. I just believe that attitude and peer pressure, perhaps not too dissimilar to the "firms" they try to address on match days, is what drives some of them to be heavy handed - rather than any economic factor or a great desire to serve the public trust.
