Yeah, but it's then the length of time players are taking to take the throw in. THAT is the problem, so like I say, ball goes out, clock keeps ticking. The second the ball gets into the throw in takers hands, the ref puts them on a timer.Just for info-when the ball goes out of play is part of the game. No need for time added on for that.
Would be easy though to indeed stop the watch once the ball is out of play. Players are taking far too long to take throw ins and are deliberately stealing yards knowing the ref will send them back and that it will just waste a few more seconds.
