Yeah, the way I read it too.I think this idea is a negotiating stance to make UEFA change the format of the 'Champions League' so the bigger clubs can play each other more often and reap the rewards. Purely selfish.
I think if they did this and left the FA that none of their players should be able to get called up for international teams either. Just franchise bollocks football and wrong.

Call their bluff. Let their plastic fans follow them when they’re bottom of the table getting spanked every week and distribute more across the pyramid.I just see it as a threat to ensure the FA looks after the big clubs.
