1) It's a very different conversation though, the conversation was "what are the issues of closing the pubs at the same time" not "should we shut pubs for epidemiological reasons"

2) Later opening hours do make a lot of difference as people will then leave the pub at different times meaning you don't have everyone out at the same time. This coupled with an earlier closing time means the pubs are much more likely to be fully at closing time creating issues outside the piubs.
