But the point being, if it's a risk just to you crack on, if your action causes risk to other people, then you abdicate your freedom of choice.
That's where it's stupid having it voluntary, as the people who *would* be a risk to others would be the people not doing it! You either legislate for it, or don't bother with it.
It's the same line as 'we're not closing pubs, but don't go in them' at the beginning of all this - absolute stupidity as it harms, well, just about everybody and ultimately helps nobody.
