If true, they could have been put in place as a contingency. If CCFC ever ceased to exist, or decided to build their own ground at Warwick ( ) the whole arena would be a massive white elephant otherwise. It could have been done purely to make the ground more attractive to potential bidders. There is no evidence MR was involved in this.

To actually change its use you need it to be public record though - you can't just do it with nobody noticing.
And you have to ask yourself what benefit that would bring to anybody. Even Brandon gets protests, and the local council being steadfast in not changing use, because local residents don't want it changed.
So who would change of use benefit? It'd be very public dirty linen washing, and that wouldn't help Ashley's businesses, or Duggins's future election prospects. If Ashley were in a different business, I could see how his companies might shrug it off. Really can't see how it would benefit him in the slightest, though.
