Is everyone who selected load to card receiving a paper ticket? I've seen some say they received one, even though they loaded to card, but I haven't received anything..

The club have said previously, multiple times why it is out of the club's control. They have said in this statement as well why Block 13 isn't opened.
Even when they post something in detail you will still say they have the power to do what they want.
Of course Frasers safety people have the ability to drop capacity, much the same how Wasps safety people had the powers to demand over the top ticket checks.
You just choose to ignore things, even when pointed out to you and think the club can just do whatever they want.

Ultimate control of safety at the Ricoh Arena falls under Arena Coventry Limited (ACL) as holders of the safety certificate. Their designated Safety Officer Paul Cook runs the matchday from a safety point of view from the control room, working alongside the CCFC Safety Officer Nicki Pollard and her team of CCFC supervisors and stand managers, and stewards who are employed by CCFC.
The issue only became apparent at the game, which has resulted in Season Ticket holders who brought in those blocks having to move. We were told initially by the SAG (Safety Advisor Group) that we could not sell tickets in the Kop Corner (except for disabled access to the viewing ramp in that area)
Why can you never open the whole of the South Stand?
As well as the segregation required by the SAG, the South Stand concourse capacity is not large enough to safely accommodate the number of seats/people in the South Stand.
Why do CCFC have more blocks of segregation than other clubs?
The level of segregation between home and away fans is a decision made by the Safety Advisory Group, not CCFC.

It's nothing to do with Doug King, it will have been the same as long we have been there. ACL / Wasps / Frasers have the safety certificate. It will all have to go through them.
They have said things multiple times that it is down to ACL / Wasps and their safety team that things are being done.
You're right, it isn't that hard.

SAG could suggest something and it would then be up to Frasers.
I have just posted actual quotes saying where SAG have said what can and can't be opened. As the safety certificate is with Frasers, they then get to decide. (As ACL / Wasps used to)
Hence: SAG -> Frasers -> Club

SAG can tell Frasers who can then tell CCFC, hence if those 2 decide things then it is above CCFC's head / decision making.

The SAG reports back to the Local Authority. It doesn't make any decisions
The Safety Advisory Group cannot take any decisions on behalf of the Local Authority. The Local Authority’s decision-making power is delegated to the Director of Streetscene and Regulatory Services, Place Directorate who will consider any recommendations made by the group when making their decision

It’s not though. The club have said it’s an issue with the concourse. Which begs the question of how a stadium got built where the concourses can’t handle the number of fans. And also why the women’s games were allowed to fill the place?
