If it a blanket ban on ICE only cars being sold, are hybrid engines allowed under the new regs? I can't imagine there being a hard stop on petrol engines being made.

All ICE cars including hybrids has always been the plan afaik. Second hand cars last forever these days so I’d expect it to be another 15 years or so before its majority electric on the road

Interest rates are temporary, council tax will be permanent. Plus the rest of the taxes that will emerge in the shortness of time.

Interest rates are high as it's the only tool the bank of England has to combat inflation. It is nothing at all to do with spending during COVID.
