I wonder what would happen if a keeper does get sent off in a shoot out. Can you bring your sub keeper on? Does an outfield player have to go in?

As far as I'm aware yes, the account you sign in with needs to meet the points threshold regardless of who's in your network. Which I agree is stupid.

The problem is if their account doesn't have over 1000 points they can't get into the ticket portal for the game.

Tbf I do the same with the City. Say I've got no money and need to stop spending, them promptly buy an away ticket and travel for Plymouth etc.
