I've noticed it being far more prevalent as well, though I work half the time in London and the rest of the time in Lincolnshire. It seems to basically go unchallenged and people can smoke it in public with impunity, police would argue they have reduced resources and therefore can't target...

Nobody saw it mate, he picked his moment coming down the stairs from the stand into the concourse, at the bottom of the steps in the doorway into the bar. His mates might have had a laugh but nobody else noticed, in fairness probably rushing to the bar or toilet to beat the queue.
