That's a really good idea, and for that reason it has no chance of being implemented. Cricket and Rugby rarely seem to have these controversial decisions made by the backroom refs.
Thing is there are complaints from some Premier League clubs about VAR after every weekend, and that has made no difference to the way it has been applied (if anything it's getting worse).
Also I think there would have been less criticism if the penalty hadn't been given. We all thought it was...
It's all very well having a model where you buy good young players and develop them to het a return and reinvest. It's a good model.
But....IMHO you need a couple of calm wise heads as well to make it work.

Look at the results this weekend - Liverpool, Arsenal, Leicester, Leeds, Spurs.
Look at the bigger picture. Top half finish and an FA Cup semi-final in a season when we started badly due to losing our 2 best players for years.
Because they want automatic promotion? They also have megamillions available having sold players + parachute money. However, 15m seems too good to be true.
