Not sure what you're getting at here, Grendel. If an applicant has their plans refused, THEY (and they alone) can appeal the decision to the Planning Inspectorate. If it is APPROVED, then no third party can make such an appeal. The only way to do this would be to request a Judicial Review into the process that was followed.The thing fans should do is monitor the car park hotel proposal and it the wasps development goes to committee and then is passed there is a timeline for appealing it.
We need to have numbers officially loosing it. The deadline needs to be made available on the document.

Or, i guess, and depending on the circumstances of the land ownership, there COULD be an application made to the European Commission in respect of breaching Article 107 of the EU treaty on State Aid (e.g. the council own the freehold of the land and they have let them have a 250 year lease in order to build a hotel, which would cost them a fortune if it was privately-owned land).

Anyone who is refused planning consent (and ONLY them) IS entitled to appeal to the Planning Inspectorate within 6 months of the decision notice. I suspect that if an application for a development that was materially the same was approved subsequently (unless it had addressed the reasons for the first refusal), the first applicant MIGHT have grounds for a judicial review of the planning authority's (i.e. CCC's) decision-making process.

(Have edited my previous post)I’ll dig it out. I’ve recently appealed against council approval of some development - they can still approve but it forces an extraordinary meeting - the public are always entitled to appeal an initial approval

Like to know what the other process is - the Parish Council i sit on are often at odds with the district council on the decisions they make, and we have no right of reply, even as a statutory consultee.
I will say i believe the system sucks, especially with the arbitrary numbers of new homes that "need" to be built in each council area.
