Again, if the police didn't expect it to be a life threatening situation they would surely have deployed tasers.
The fact he was immediately shot appears to show there was still significant threat to life, with possibly a suicide vest involved or the man in potential possession of a loaded weapon.

Condolences to the families of those killed. Was it just one attacker who is now dead? I thought I saw something about multiple people in the early reports?
