Not sure they're classified as 'emergency services' in that respect. They receive no government funding and are run by volunteers (something which IMO needs to change)

Let's say you're out a few hundred yards in a very small motorised dinghy. Suddenly you see a boatload of migrants heading towards land but one of them has fallen overboard and it hasn't been noticed. Clearly they cannot swim and are in danger of drowning.
At the same time someone else is screaming for help but in another direction. Appears to be a British holidaymaker
You are equidistant between the two. Who do you rescue ?
Is the person who rescues the Brit a racist who hates migrants/ foreigners. ?
