You could manipulate that to suit any stats, go back 7 years and there is only 2 winners and PSG won 6 of the 7 so it doesn’t prove anything. The prem has never has that kind of domination, United clearly come close but maybe we are just about to start an era of domination by Liverpool ? Man United have been on the decline since fergie left (he never planed ahead and was selfish, he ran that team to the end and never brought better players to keep it going on (did he wan't to or just be seen as i was a god and no one else can touch me), remember he was involved with bringing in the managers after.I think it's a bit of both, liverpool are an outstanding team that's been developed over 3-4 years, head and shoulders above any other team in the league this season and undoubtably one of the best teams in Europe. That said a number of teams have dipped massively this season, Man city in particular.
Man United have been on the decline since fergie left and Arsenal have struggled since Wengers departure. And dont forget that Chelsea have a transfer embargo and lost arguably the best player in the Prem in the summer.

Wenger, deffo done well. After the move to the new stadium, he kept them in the Champions League every season and fans were not happy (i bet they long for that now).
