Rule is ambiguous, and don't set a time limit but "once the ref has signalled for a penalty kick to be taken, the kick must be taken" I'd read as once the ref blows his whistle you have to begin your run up. At most a couple of seconds delay would be allowed.

VAR in Europe have different protocols and also different rules as to when to get involved. It is far better which is why there are less issues. (There are still refereeing mistakes, but VAR doesn't get involved as much due to their rules on what is a VAR intervention)

Ok he gave a foul but be consistent Cov players were rightfully upset when the Soton player did exactly the same when (I think) it was Sheaf who went past his player and was deliberately pulled back-foul but no yellow.

If the ref for soton had been consistent with the first yellow it would have been 8 v 7 by the middle of the second half
He did the early yellow to set out his expectations
Think it was haji or sheaf then brought down in a classic SPA foul and the ref didn’t give a yellow. Told you all you needed to know about how it was going to go from that moment on
Yep it’s human natureWhat I mean by consistency is that exactly the same foul given a yellow card for City is also given for the opponent.
It clearly was the same foul and yet not given a yellow. If the ref wants to set an example by dishing an early yellow card at least wait till the game has settled first otherwise always on a hiding to nothing.
As for confirmation bias-it’s definitely there if you watch a fascinating documentary on NBA refs betting scandal all that was literally about confirmation bias and which refs disliked certain players, coaches and teams.
Doesn’t take the greatest leap to see that happens in football too.

Is the letter a result of a decision made by the referee’s assessor or the club making a formal complaint?
