Of course climate change leads to different weather, however if rainwater has no where to go, that's what causes flooding.

Amazing how they have millions for cycle lanes that no body wants but can't pay to have drains cleared to stop roads being flooded.

The weather has always changed without human intervention which is why there was a thousand year ice age around 12,000 years ago and the Sahara was once covered by grass, trees, and lakes.
