Because the RFU have told them they have to stay local. The CBS will still be expensive for them even if they manage an immediate promotion with a team built from scratch. They will have to be careful what they spend on wages as they can have no idea what attendances will be like after they settle down from the initial euphoria. Without the P share, they won’t have access to a couple of million central monies. It would cost them in the region of £10m to get a P share back. I think they will be cautious so as not to end up in the same boat again. A return to the CBS arena could tip them back over the edge.I’m worried that you are spot on. Why else stay local?
