So am I right, that you can only make 1 sub in first half, to then be able to use 4 in 2nd?

You can change 5 players. During the regulation 90 mins (plus added on time...ie when players are on the pitch), you can make substitutions 3 times. However if one change is made at half time then you are still allowed the 3 in the second half (or 2 as we are now permitted)
