Did fisher not claim the agreement was vetoed at council level?
He claimed that the council had vetoed a sale in the SCG teleconference when no sale had even been agreed all that had been agreed was a heads of terms, which SISU then walked away from and I think then started the rent strike.

I had to look the Heads of Agreement (often known as the heads of terms HOTS) phrase up when I first heard it but Wikipedia has a good definition a heads of agreement is:
