Didn't Johnson get a bollocking last time for announcing things through the media and press conferences before going to parliament? Wonder if the delay is to do with that?
The media are reporting the cabinet meeting took place this morning and most of them seem to know the contents of the upcoming announcement so why the delay?

I think it’s pretty clear that Cummings and Gove are undermining Boris. Cummings is really Goves man and I don’t think Boris in the top job was ever part of their plan. Hence the continued leaks, witnessed again today. We’ll just be changing the clown, Cummings is the ring master.Fully accurate Boris told jokes and a pack of lies and the cap doffers fell in line.
