I'd rather he was good enough but he isn't; he's nearly 23 and has never consistently played league football, which says it all.
I see your point Sick Boy and agree that by the age of 22 most players who go onto great things are already at that level.
But it's complex conditional on rate of development, injuries, fitting into the make up of the team and opportunity.
There are players who have made it after the age of 22 (but to your point that's more of an exception). Drogba, Klose, Van Nisterlrooy for example at the very highest level. Many more examples below international level.
I've hardly seen Tavares play but he obviously has identified qualities and I hope we get to see this. But ever more difficult for development type players to break into our team given the big upgrades in the quality of the squad and higher level vs. the L1/L2 days with Shipley and Bayliss breaking through.
