Thankfully I didn't lose anyone during Covid so my story pales into insignificance compared to many. But my daughter was born in Nov 2020 and spent the first few days of her life in hospital. I'd be all for just treating any type of 'income', including capital gains as income and taxing it as that. Simplifying tax matters.

Also do the same with IHT. Tax it as income for the beneficiary. If you chose to have it drip fed from trust then you may well pay less tax but will recieve the money over a longer period of time.
