What I don't get is, if SISU were doing this to uncover hidden info about Higgs / CCC for the JR. How did they know about this hidden info? How did they know about emails between Higgs / CCC etc?
I'm guessing they don't have to know, just suspect, or hope...

No it just seems Mr West told Higgs SISU knew and I think the con census is they didn't.
It is a shame PWKH couldnt have been asked on the CVA and if he wanted it signed and who in ACL didn't.
He wasn't asked because it's obviously irrelevant to the claim for the £29k that SISU should have paid!
Not really a long shot, they haven't proactively brought this case to court (or probably have by withholding the £29k).
The council being a council will document everything, reports go to be signed off by various boards and governance groups.
