Yes it is a choice for the individual to make, it Is also a decision for the organisation/governing body to set the guidelines on what is the policy and procedure. Nobody is free in any society to do what they want, there are repercussions If guidelines/laws are not followed.It's nothing to do with culture war what on earth are you talking about , have you lost the plot ... Hahaha yeah trying to label yourself as that means that you’re anything butHave mixed views. Know someone who had a really bad allergic reaction to a jab in the past where they had to call an ambulance etc. Think he will eventually get the jab but is understandably scared. Also, the distrust from certain communities is understandable.
That being said, although it's a "personal choice", the level of vaccine take-up will effect the outcome for everyone. So in that regard, it's not a completely personal choice - effects us all.

If the vaccine totally prevented you from catching Covid, fining them for missing a game if they contracted it having refused a vaccine would arguably be OK.
But as it doesn't guarantee you won't get it it's not really enforceable because they could argue they'd have caught even if they'd had the vaccine.
