The thing for me is that if they make those sort of things penalties, then I'd be encouraging attackers in crowded areas to dink the ball up to above waste height all the time in the hope of hitting an arm. It's almost impossible for the defender to avoid and would just become a lottery of where it hits. Would make the game a nonsense.

I don't think it was a pen either. Lewandowski was fouling the Mexican defender as much as the Mexican was fouling him. He actually leaned into the defender, forcing him to the floor
