I very much doubt clubs such as Man City or Arsenal concern themselves too much with loan splits. Their primary focus is to find a club to send young talent to that will a) play them in the style they want, and b) will give them consistent game time.

A L1 club might be willing to take Waghorn on loan depending on how favourable the loan split was. Whether CCFC would be willing to shoulder a heavily one-sided majority stake of his wages is another matter entirely though.
