If we're criticizing anyone it should be Public Health England, but it's still criticism in hindsight. From that point the situation changed very quickly - the day after there was a large surge in cases. It wasn't until 10 days later that football was suspended though, which looks very late considering we now know that the Atalanta Vs Valencia game was what caused the huge spread in Italy and contributed to an acceleration in Spain.

The risk at that time was still probably pretty low and the advice from the government at the time was to carry on as normal and shake the hands of Coronavirus sufferers while visiting a hospital.

I have no qualifications but I have a brain, I know if you have highly infectious people, it's best to keep them away from the healthy ones. You don't need to spend 7 years doing a medical degree to have that 'brainwave'.
To be fair....the figures appear to be poorly compiled & only provide a very very rough snapshot...and even that snapshot is polluted with a varying degree of lag....
...and of course it doesn't take into account all the deaths in care homes & the massive increase in "unexplained deaths" at home that are currently being dealt with in the main by the police & coroners office...
My wifes cousin is a copper and his shifts are currently filled with domestic violence cases & helping shift body bags.....it would seem an awful lot more people are dying of this than the official figures suggest

Even just little measures like contentiously cleaning hand rails, providing staff with hand sanitizer or gloves, cleaning staff areas between shifts would have reduced numbers.
