Yes that's the problem - the tab is being picked up by those who are still working (key workers, and now people in professions such as manufacturing and production who are being encouraged to go back to work) or those who can create capital during times of crises. The scheme is massively flawed and while it is welcome they have backtracked on tapering the payments they have missed a massive chance to fix the glaring flaws.
