By your logic you want to force vulnerable people to be exposed to unnecessary risk, and someone in care or hospital has far less choice over where they are than an employee does over where they work.
If you say to your missus “I’m going to leave you unless you stop picking your nose and eating it” are you forcing her to stop or setting boundaries to your continuing involvement in an equal partnership?
Forcing is threatening violence or restrictions of freedom if you don’t comply. Not saying “find another job”.

You cannot possibly take this information now and extrapolate out that there are 20m+ anti-vaxxers out there.

Nobody actually , thankfully the government /almost all companies haven't chosen to go down this route so it's all what ifs ..

you’re saying what? The NHS should change its long established rules on vaccinations for staff? Private businesses should be forced to accept people they see as a health risk even if they think that’s bad for business?
Literally no one is talking about going door to door holding people down and jabbing them so what exactly is your argument?
And hopefully they won't need to because that will mean that the number of people currently vaccinated is enough to get on top of the virus though the way the numbers are going I fear it won't be.
As you well know we won't ever get to 100% probably not even close .
Even 10% of millions is still a huge amount of people .

Nor can I but worth pointing out that prior to covid the health secretary was speaking to legal advisors about making other vaccinations compulsory due to rates dropping so maybe its not that far fetched to think compulsory vaccinations could be introduced at some stage.I can't see Boris Johnson trying to force anyone to do anything

What “freedoms”?
I don’t have the freedom to work wherever I like. I don’t have the freedom to frequent any private business I like. You can be banned from shops or pubs for behaviour, you can be sacked for all kinds of things, you have to pass interview to get a job in the first place.
If you really don’t want to get vaccinated go and work somewhere where it doesn’t matter.
